1.Preheat oven to 180°C (160°C fan-forced); grease and line deep 20cm-round cake pan. Make cake according to directions on packet, pour into pan; bake about 40 minutes. Stand cake in pan 5 minutes; turn onto wire rack to cool. Using serrated knife, level cake top.
2.Meanwhile, make jelly according to directions on packet; refrigerate until almost set.
3.Position cake on prepared board, cut-side down. Mark a 15cm circle in centre of cake; cut a hollow into centre of cake about 1cm deep.
4.Tint butter cream with blue colouring; spread all over cake up to the water line.
5.To make butter cream; beat butter until white as possible, gradually beat in half the sifted icing sugar then milk, then remaining icing sugar. Beat until smooth.
6.When jelly is almost set, stir gently; spoon into hollow of cake. Position fish, monsters, sharks and snakes on and around side of cake.
