1.Heat oil in large heavy-based saucepan and cook onions, stirring occasionally, about 10 minutes or until browned lightly. Remove from pan.
2.In small batches, cook steak over high heat in same pan, until browned all over. Remove from pan.
3.Melt butter in same saucepan and add flour. Stir over heat until mixture bubbles and thickens. Gradually stir in wine, stock and water. Stir until mixture boils and thickens. Return steak to pan with garlic, thyme and bay leaves, then bring to the boil. Reduce heat and simmer, covered, 1.5 hours.
4.Add onions to pan with celery and carrot. Simmer, covered, 30 minutes. Add peas and simmer, uncovered, until peas are just tender. Stir in parsley just before serving.
