Method

1.Tightly wrap salmon in plastic wrap; freeze 1 hour. Unwrap salmon; slice thinly.
2.Arrange salmon on serving platter; drizzle with vinegar. Refrigerate 1 hour.
3.Slice fennel bulbs thinly; reserve 2 teaspoons of finely chopped feathery fennel leaves. Combine fennel, reserved leaves, rind, juice, oil and thyme in medium bowl.
4.Drain excess vinegar from salmon; serve topped with fennel mixture.
