1. Melt butter in large saucepan, add onion, garlic and carrot; cook, stirring, until onion softens. Add beef; cook, stirring, until browned. Add milk; cook, stirring occasionally, until liquid reduces by half. Add sauce; simmer, uncovered, about 30 minutes or until sauce thickens, season to taste.
2. Meanwhile, cook pasta in large saucepan of boiling water until tender; drain.
3.Preheat oven to 220°C (200°C fan-forced). Oil ovenproof dish (2.5-litre/10-cup).
4.Stir pasta and cheese into beef mixture; spoon into dish. Sprinkle with combined breadcrumbs, rind and parsley. Bake, uncovered, about 30 minutes or until browned lightly. Stand 10 minutes before serving, topped with extra finely shredded parsley and rind.
