1.Bring large saucepan of water to a boil; add spinach, one leaf at a time, drain immediately. Place in large bowl of iced water, stand 3 minutes. Drain spinach thoroughly on absorbent paper.
2.Combine anchovy, capers, oil, tomato, pepper and garlic in small bowl.
3.Divide spinach into four portions; spread leaves flat on board. Place one chicken fillet on each spinach portion. Top chicken with anchovy mixture. Wrap spinach around chicken to completely enclose.
4.Place chicken parcels in baking-paper-lined bamboo steamer 20 minutes or until chicken is cooked through.
5.Meanwhile, to make lemon dressing; whisk remaining ingredients in small bowl.

Serve chicken with dressing. You need a large bunch of spinach weighing about 400g to get the number of large leaves required for this recipe.
