1.Preheat oven to 200°C/400°F.
2.Score fish through thickest part of flesh. Rub fish all over with combined spices, rind and 1 tablespoon of the oil; season.
3.Place fish on oiled oven tray; roast, uncovered, about 25 minutes or until cooked through.
4.Meanwhile, combine remaining oil with remaining ingredients in small bowl; season to taste.
5.Serve fish drizzled with herb mixture.
