1.Grease 1.75-litre (7-cup) pudding steamer, line base with baking paper.
2.Stir butter, sugar, syrup, honey and the water in medium saucepan over heat until butter melts and sugar dissolves. Bring to the boil, remove from heat; cool. Stir in eggs then sifted dry ingredients. Spoon pudding mixture into prepared steamer; cover pudding with greased foil, secure with lid or kitchen string.
3.Place steamer in large saucepan with enough boiling water to come halfway up side of steamer; simmer, covered, about 2 hours or until pudding is firm, replenishing water as necessary to maintain level.
4.For butterscotch sauce, stir ingredients in medium saucepan, over heat until butter melts. Simmer, uncovered, about 5 minutes or until sauce thickens slightly.
5.Serve pudding with sauce.
