2.Sift flours and nutmeg into large bowl; rub in butter, mix in sugar (or process until crumbly). Press 1 ½ cups of this mixture into prepared pan.
3.Stir combined soda and milk into remaining dry ingredients with egg and nuts, mix well; pour into prepared pan.
4.Bake in moderate oven about 35 minutes. Stand 5 minutes before turning onto wire rack to cool.
