1.Preheat oven to 200°C (180°C fan forced). Grease 20cm x 30cm (8-inch x 12-inch) rectangular pan, line base and long sides with baking paper, extending paper 5cm (2 inches) over sides.
2.Process flour, chopped butter and 1 tablespoon of the sugar until crumbly. Add the water, process until ingredients come together. Press dough into pan, bake 15 minutes.
3.Meanwhile, combine peanuts, oats, melted butter and remaining sugar in medium bowl.
4.Spread base with jam, sprinkle with peanut mixture. Bake about 20 minutes. Cool slice in pan before cutting.
