1.Preheat grill.
2.Melt butter in small saucepan; add flour, stir until mixture bubbles and thickens. Gradually add milk; stir until mixture boils and thickens. Remove from heat. Stir in chilli and chives.
3.Place oysters on oven tray; top with chive mixture. Place under preheated grill about 5 minutes or until browned lightly. Serve immediately.
