1.Preheat oven to 180°C (160°C fan-forced).
2.Place potato and onion in large oiled baking dish; pour in stock.
3.Combine mustard, garlic, anchovies and rind in small bowl; rub all over lamb. Place lamb on top of potatoes. Bake, uncovered, about 1½ hours or until lamb is cooked. Remove from dish; stand, covered, for 15 minutes.
4.Meanwhile, increase oven temperature to 250°C (230°C fan-forced); bake potatoes for further 15 minutes or until browned.
5.Sprinkle lamb with herbs; serve with potato mixture and lemon wedges, if desired.
