1.Whisk the water, yeast, sugar and salt together in small bowl until yeast is dissolved.
2.Sift flour into large bowl; gradually stir in yeast mixture until smooth. Cover; stand in warm place for 45 minutes or until mixture has doubled in size.
3.Meanwhile, to make honey citrus syrup, stir honey, sugar, water and citrus rind in small saucepan over heat until sugar dissolves; bring to the boil. Reduce heat; simmer, 10 minutes or until thickened slightly. Cool.
4.Heat oil in large saucepan or wok; deep-fry rounded teaspoons of batter, in batches, until browned lightly and cooked through. Drain on absorbent paper.
5.Drizzle hot loukoumades with syrup, sprinkle with cinnamon. Serve loukoumades warm.
