Method

1.Preheat oven to 240°C (220°C fan-forced).
2.Place stock and garlic in large baking dish; add beef and fennel.
3.Combine mustard, tomatoes, breadcrumbs and melted butter in small bowl; press over beef. Cook beef, uncovered, about 20 minutes or until cooked as desired. Remove beef and fennel from pan; cover to keep warm.
4.Blend softened butter and flour in small bowl. Add to pan juices with vinegar and the water; bring to the boil. Stir until sauce thickens slightly.
5.Serve beef with fennel; drizzle with sauce.
