1.Grease 20cm x 30cm (8 inch x 12 inch) rectangular pan, line base and long sides with baking paper, extending paper 5cm (2 inches) over sides.
2.Process plain sweet biscuits until fine. Chop extra plain sweet biscuits coarsely.
3.Combine condensed milk and butter in small saucepan, stir over medium heat until smooth. Combine processed and chopped biscuits with licorice allsorts in medium bowl. Stir in condensed milk mixture. Press mixture firmly into pan. Refrigerate 30 minutes or until firm.
4.Meanwhile, combine coarsely chopped milk eating chocolate and vegetable oil in small heatproof bowl, stir over saucepan of simmering water until smooth, spread chocolate mixture over slice.
5.Refrigerate 30 minutes or until firm.
