1.Preheat oven to 180°C (160°C fan-forced).
2.Place fish in shallow ovenproof dish, top with brown onion. Pour over combined water, vermouth and 1 tablespoon of the juice. Bake, covered, about 15 minutes or until fish is tender. Remove fish from dish, keep warm. Strain and reserve liquid.
3.Stir reserved liquid, chilli, sugar and combined cornflour and remaining juice in small saucepan over heat until sugar dissolves, bring to a boil. Reduce heat, simmer until mixture thickens. Stir in chopped coriander. Arrange fish, capsicum, green onion and coriander leaves on serving plate, drizzle with sauce.
